Project Management Services
My services are flexible, variable and adaptive, very much dependent on the size, scope and type of project, and particularly the needs of my clients. The management services necessary for a new development in the early concept phase will probably differ greatly to those for the refurbishment of an existing building(s). The systematic rebuild of structures, rectification & remedial works, construction of carparks and retaining walls, installations of property infrastructure are all unique requiring different techniques, skills and management styles alike. A project requiring conceptual design, planning and building approvals, engineering, development of working drawings and other design components will require a much higher level of service to a construction only management service required for building repair projects. I've listed below the typical services that can be provided through the phases of a project, but only when they are needed or requested by the client, one might say on a tick the box or cross out basis.
A. In the Conceptual Phase, once the need for the project has been determined:
• Derive project characteristics and performance requirements.• Assist in site analysis and selection.• Form a collaborative team of design & construction professionals.• Assess design and development constraints and Town Planning restrictions.• Develop a preliminary budget and comprehensive master schedule.• Provide cash flow and funding requirement analysis.• Establish a management information and reporting system to meet the client’s requirement.
B. In the design development phase:• Ensure that design is both aesthetically successful and responsive to project goals.• Consider delivery of a “fast track” design & construct approach with the client and imjplement.• Review design in progress to assure constructability with minimal changes and fewer problems in the field.• Consider buildability issues to ensure economic cost containment in the construction phase.• Perform life-cycle cost analysis and other reviews to maximize the return on your construction investment.• Develop a detailed design schedule and supervise its implementation.• Develop detailed component cost estimates at every design issue.
C. In the Procurement Phase, and during the tender and bid process:• Conduct pre-bid discussion to clarify the project’s needs and assure responsive bids.• Develop detailed and complete tender/bid documents to assure timely, responsive and comparable bids.• Assistance in reviewing and analysing bids and selecting contractors & suppliers for appointment.• Develop scope of works for trade contractors and specialist suppliers if requested from the client.• Assure that all bid documents are clear and concise for tender clarity.• Develop a preferred suppliers list for pre-qualification and tendering purposes.• Prepare for and invite reputable contractors and suppliers for offer to tender.• Respond to, answer and document all questions during the tender/bidding period.• Evaluate and compare bids for recommendation.• Facilitate the awarding of contract/subcontract and purchase order processes.
D. During the Construction Phase, when construction is underway:• Assure that all contractors, subcontractors and providers fully understand the project requirements.• Deliver timely and clear reports to the client concerning progress, milestones, and other elements.• Manage all claims under the contract/sub-contract agreements in the client’s best interest.• Monitor the construction process to anticipate difficulties, resolve issues early, and keep the work flowing.• Conduct quality inspections and prepare interim defect or nonconforming works notices on the client’s behalf.• Administer progress payments to assure milestones are met and that expenses are paid in a timely manner.• Ensure that the contractor provides and maintains a safe workplace.• Coordinate the final stages of construction, including contractors’ defects lists & prepare for hand over.
